On 16 June 2025 the Standing Committee of the National Assembly of Vietnam adopted Resolution 1667/NQ-UBTVQH15 on the arrangement of the commune-level units of Khánh Hòa province for 2025[1]. Items 49 to 52 of its Article 1 merged the 14 wards and 8 communes of the city of Nha Trang into four new wards: Nha Trang, Bắc Nha Trang, Tây Nha Trang and Nam Nha Trang[1]. Article 2 made the resolution effective on the day it was adopted and required the new local governments to operate officially from 1 July 2025, the old commune-level governments continuing until then[1].
The resolution was adopted under Resolution 202/2025/QH15 of 12 June 2025 on the arrangement of provinces and Resolution 76/2025/UBTVQH15 of 14 April 2025, on the government's proposal of 9 May 2025[1]. It ended the district tier: the city of Nha Trang, which had governed the 22 units, ceased to operate on 1 July 2025 and the four wards answer directly to the province[2][8]. After the arrangement Khánh Hòa had 65 commune-level units, 48 communes, 16 wards and one special zone (Trường Sa)[1].
What the resolution says
Item 49 arranges the whole natural area and population of the wards of Vạn Thạnh, Lộc Thọ, Vĩnh Nguyên, Tân Tiến and Phước Hòa into a new ward named Nha Trang[1]. Item 50 arranges the wards of Vĩnh Hòa, Vĩnh Hải, Vĩnh Phước and Vĩnh Thọ and the communes of Vĩnh Lương and Vĩnh Phương into Bắc Nha Trang[1]. Item 51 arranges the wards of Ngọc Hiệp and Phương Sài and the communes of Vĩnh Ngọc, Vĩnh Thạnh, Vĩnh Hiệp and Vĩnh Trung into Tây Nha Trang[1]. Item 52 arranges the wards of Phước Hải, Phước Long and Vĩnh Trường and the communes of Vĩnh Thái and Phước Đồng into Nam Nha Trang[1].
The text names no areas and no populations for any of the new units; Article 3 instead directs the government to determine the exact natural area of each commune-level unit and publish it before 30 September 2025, and to survey the boundaries on the ground[1].

The two dates
Article 2, clause 1, states that the resolution takes effect from the day it is adopted, which its closing line gives as 16 June 2025[1]. Clause 2 requires the competent bodies to prepare so that the local governments of the units formed under Article 1 operate officially from 1 July 2025, and clause 3 keeps the old commune-level governments working until then[1]. The four wards were therefore formed on 16 June 2025, and 1 July 2025 is the day their governments began and the day the city stopped working as a unit; the Vietnamese encyclopedia and Wikidata both record 1 July 2025 as the city's dissolution[2][8]. The encyclopedia pages of the wards give 16 June 2025 as the date of establishment[3][6].
Area and population of the four wards
Because the resolution carries no figures, the areas and populations come from two other places. On 24 April 2025 the city People's Committee put a four-ward plan to its council, having first considered three wards, with these figures: Nha Trang 47.12 km² and 136,118 people; Bắc Nha Trang 97.03 km² and 128,239; Tây Nha Trang 27.88 km² and 108,065; Nam Nha Trang 82.18 km² and 130,164[7]. The Vietnamese encyclopedia gives the same populations for 31 December 2024 with areas of 47.12, 97.04, 27.89 and 82.18 km²[3][4][5][6]. The two sets differ by 0.01 km² for two wards, and the sum of the encyclopedia's areas, 254.23 km², is 0.01 km² short of the 254.24 km² it gives the former city[2].

What went before
The 22 units the resolution rearranged were themselves the product of Resolution 1196/NQ-UBTVQH15 of 28 September 2024, effective 1 November 2024, which had merged Phương Sơn into Phương Sài, Xương Huân and Vạn Thắng into Vạn Thạnh, and Phước Tiến, Phước Tân and Tân Lập into the new ward of Tân Tiến, leaving the city with 14 wards and 8 communes[9]. At the province level, Resolution 202/2025/QH15 of 12 June 2025 rearranged the provinces, and the 2025 resolution for Khánh Hòa refers to the 'new' province[1].
Seat and neighbourhood units
Nha Trang ward inherits the name of the former city and provincial capital and is described as the administrative centre ward of the province, with its People's Committee at 42 Lê Thánh Tôn[3]. The wards were first organised in the residential groups (tổ dân phố) of their predecessors: Nha Trang ward listed 75 groups before 1 July 2026 and reorganised them into 36[3][10], Bắc Nha Trang has 66 and Tây Nha Trang 49[4][5].
